The bill has been amended again so that the definition of dog breeder is one who breeds more than one litter in a 12-month period, down from 24 months in the previous amendments.
Again,

Dr. Jean Dodds again was Senator Rosenthal's expert witness
along with his staff member Kat Connolly,
Virginia Handley lobbyist with Fund for Animals,
Erik Sakach lobbyist with HSUS,
an unidentified woman and at the Senator's side for questions,
his long time Chief of Staff Lynnette Stevens.

Lobbyist George Steffes represented the California Federation of Dog Clubs and the dog fancy in opposing the bill as against the interest of California consumers. Finally, enough legislators understood this point to put us in the lead by a narrow margin.

WE NEED TO THANK THE SIX WHO VOTED NO AND ASK THEM TO DO SO AGAIN. WE ALSO NEED TO ASK THE OTHERS TO RECONSIDER.

Davis announced early that she would not vote on the bill. She understands the problems with the bill but also wants consumers to obtain good animals.
